First Quality Development Corporation (fqdc) was founded by Scott Roehrdanz in 1978 and is located in Costa Mesa, California. Scott started in the industry in 1978 selling real estate and property management. he took on small to midsize remodeling projects in Southern California. In 1987 after receiving his General Contractors License he began working on higher end residential and commercial remodeling projects. Ninety percent of those projects were located in the coastal communities of Orange County. In the past 30 years Scott has assumed various roles as General Contractor, Construction Manager, Remodeling Contractor and Builder Developer on small and Large Complex Projects. Scott has excellent organizational skills, which has enabled him to succeed in managing and troubleshoot a variety of complex projects. He has the ability to effectively work with people on all levels and of varying backgrounds he is energetic, has a positive attitude and result oriented.

His company provides a dynamic full service development company utilizing their experience and expertise as a residential, Commercial Builder and remodeler. His company’s success is achieved with a hands-on philosophy. Our broad experiernce in the real estate and building and development industry enables us to stay on track within budget and achieve success on each project.

In 1988 he was asked to take over a thirty (30) Unit Luxury Condominium Project in San Mateo with subterranean Parking. This project was complex, defunct, behind schedule and over budget. Gateway Partners contacted Scott requesting his assistance in taking over this project. The project was 40% complete, and all construction had been shutdown for four (4) years. Scott relocated to San Mateo and began doing what he does best, organizing, negotiating, troubleshooting and making contacts with the local Construction Companies. He was also responsible for managing Project Personnel, Sub Contractors, developed and design solutions, negotiated and approved all subcontractors and controlled disbursements. Total Project cost $4 Million. After successfully competing this project he returned to Orange County to carry on with his custom remodeling business which involved residential, commercial, retail and medical remodeling and Tenant Improvements.

In 1991 while maintaining his remodeling business he signed a Construction Management agreement with Czaja Investments in Huntington Beach to build Thirty-Three (33) Unit Condominium ‘in-fill’ project that included subterranean Parking with Post Tension Construction. Scott was responsible for all aspects of the building process including all sub-contractor bid calls, negotiations, contract compliance and authorization of project fund disbursements. In Addition he was Responsible for changes in design for benefit of construction efficiency and overall project coordination. Total Project cost $6.2 Million

In 1996 Legacy Partners contacted Scott to take over a large construction project that had gone off schedule and was not meeting the needs of Legacy Partners. This was a Two Hundred Forty Four (244) Luxury Condominium Project on a man-made island in Redwood City, California. He restructured the existing project field organization and established an aggressive schedule. Developed and managed approximately 55 sub-contractor schedules and contract compliance. Documented and tracked all design modifications ‘as built’ conditions, purchasing and controlled fund disbursements. Responsible for all on-site and off-site construction activities coordinated and managed Legacy Construction staff, (10 employees). Scott Successfully reduced a projected construction schedule of forty-two months to twenty-four months – Within Budget and Improved Project Quality Control. Total Project Value $65 Million

In 1998 Scott incorporated and formed First Quality Development Corporation (FQDC) with his eye on the continual demand for housing in Southern California Scott focused his business on Builder Developer Industry.

In 2000 First Quality Development Corporation joined up with River Oaks at Rialto, LLC. The River Oaks partnership was in need of a builder they could trust and count on to fill all the administrative and their operational vacancies to make their 46 lot track successful.

Totaling 22 detached single family homes, the development known as '22 Palm Avenue, LLC'  this development is known as 22 Palm Avenue which consists of 22 homes for the Active Adult 55+.

First Quality Development Corporation supplied and negotiated all sub contractor and supplier contracts developed all scopes of work and managed all aspects of field construction schedules. FQDC worked closely with Roddell Marketing Group to establish the sales option packages. FQDC set up and managed the homeowner customer service program. First Quality Development Corporation also managed the expansion of the adjacent flood control channel on behalf of the city of Rialto for San Bernardino County. As a result of FQDC management skills and experience River Oaks was able to expand their project from one (1) track to multiple tracks simultaneously to a total of 127 homes.

In 2004 First Quality Development Corporation began developing Maple Grove Homes which built 17 Single Family Homes in Fontana. FQDC was responsible for acquisition of Maple Grove Homes. With FQDC experience and field knowledge this projects construction phase was completed on time and under budget.

In 2006 FQDC began developing 22 Palm Avenue building 22 Single Family Homes for seniors (55+) in San Jacinto, CA. FQDC is responsible for acquisition, entitlement, development, construction, marketing and sales of these homes.

Today FQDC Continues Seeking Business Opportunities as a Builder/Developer, Construction Management as well as Joint Venturing with Partners within Our Industry. FQDC has the Experience and Networks to Develop Raw Land, Manage the Entitlement process, Obtain Financing, Build out and Market the Project(s) to the Public.
